Po dogodkih v zvezi s pandemijo COVID-19 v 2020, je še vedno negotovo, kako bo to vplivalo na tekmovanja pod okriljem FAI v letu 2021. v tej temi bomo poskusili slediti razvoju dogodkov.

After 2020 happening with COVID-19 pandemics, it is still uncertain how it will affect FAI sanctioned competitions in 2021. We will try to follow the development of events in this theme.

Fab Feb 2021

We have had some enquiries and received some input about Fab Feb in 2021.
The Fab Feb in its current form is a week of contests anchored by the Maxmen International. Originally the Winter Classic (Ike and Kiwi) was an additional event for those, mainly from outside the USA, who arrived ‘early’ to get in some trimming before the Maxmen. It became more popular when the World Cups started, and the Canadians organized the North American Cup that takes place mid-week.
While no final decision has been made, it seems very unlikely that we will be able to hold the contest in this format in 2021. People[LM1] are learning how to manage the situation, taking what precautions are appropriate. But this may not be sufficient for a large contest which involves international travel, eating in restaurants, etc. for two weeks.

Normally at this time people would be making their plans to come to Lost Hills from about 30 countries. A few people have contacted me to say that circumstances beyond their control are stopping them from coming; others have said that there are just too many unknowns and that they are not comfortable traveling. It is not clear yet when in 2021 World Cup contests will recommence.
Currently Canadians cannot visit the USA for recreational purposes and I understand that this restriction has recently been extended until December. It is very difficult at the present, more so than normal, to get US visas for those who need them to visit the USA.

Bill Booth, the CD of the MaxMen, still plans to run his event. So even if people from outside the USA cannot attend, “local” people would still have this classic event. The Ike has some non-FAI events and it may be possible to organize a contest for those events. We do not believe that “local” people would come for a week of “local” contests without any international participation.

February California events

The situation in not clear. We do not know enough about the pandemic and down stream consequences nor what decision the FAI/CIAM will make on World Cup events to decide on the best choices.

But this we do know

That the MaxMen International will be run on the Presidents Day Weekend in February as usual.

We will not take pre-entries for the Fab Feb as we have in previous years because we do not believe there will be sufficient international entrants to warrant the additional work in setting this up. It is also not clear what FAI events other than the MaxMen will be run.

The Ike will be run in some form yet to be determined.

What we don’t know is

If the Canadians who run the mid-week contest will be able to travel to and from the USA to run that contest

If the contest (s) will be World Cup Events.

In any case
Anyone and everyone is welcome to attend whatever and whichever contest they can. Covid protocols will be used at the events.

Fab Feb Update

We have received a few questions so here is an update. The situation has not changed significantly since the last report on SEN namely that;

- No advance entries will be taken for 2021.
- The MaxMen contest will be held at a slightly lower key. This is similar to the 2 big California Fall events , the Sierra Cup and Kotuku Cup. These were held with reasonable attendance from California and other western states but there was no mid-west or eastern states and no international participation. This contest is on the President’s Day weekend 12 to 15 February but the exact schedule has not been announced.
- The F1E events will be held.
- There is no final decision on the format of the North American , Ike and Kiwi Events.
- There is no decision yet from the CIAM on World Cups for 2021.
- There appears to be an increase in Covid cases in most places where our participants come from. It is kind of obvious but there are 2 criteria for people taking part and this applies to both organizers and contestants – You have to be able to get to the events, no constraints on travel and availability of (air) travel and accommodation, that is beyond the individual’s control. Then secondly you need to feel comfortable making the trip and taking part in the event, that is a personal choice.

Agenda item 17.1 CIAM Bureau Decision for 2021 World Cup Events

Dear friends,
CIAM Bureau met via zoom last Sunday and discussed about the future of CAT2 events for
2021. Our main priority is the public health and the COVID-19 pandemic is still causing a lot
of problems around the world.
Last year we decided to cancel all World Cup events but then in June we offer the opportunity
to the organizers to host Open International events if they so wish. Only few of them did so
since the restrictions were not lifted and travelling even by car was not allowed between many
countries. Most of the organizers decided to postpone the events for 2021 and they contacted
World Cup coordinators in order to schedule the new dates. Still there are events postponed
with no new dates defined, since the pandemic as it stands right now is causing uncertainty to
all of us.
During our meeting on Sunday, we decided not to include on the calendar any World Cup
event scheduled to happen before March 1st. This is standing for all disciplines and all classes
with World Cup status.
According to the rules the deadline for registering a World Cup event to the calendar is
November 15th. But as we are running under extraordinary circumstances, CIAM Bureau
decided to extend the deadline for one month, ie December 15. This includes also the
sanction fees payment.
During this prolonged period the organizers will be able to better evaluate the situation and in
cooperation with the World Cup coordinators, they will fix the dates for the postponed events
or in case there are new events they will use the existing forms and after filling them they will
send them to the email ciamevents@fai.org.
The CIAM Bureau will meet again in December and we will evaluate the situation and decide
accordingly.

Agenda item 17.2 CIAM Bureau proposal for 2021 Events
Juniors participation

1 Proposal CAT 1 juniors
The Junior age limit specified in C.5.1 be increased by one (1) year for participation in CAT 1 events
which were postponed from 2020 to 2021. This applies to:
World Championships
Junior events in F1D, F1A, F1B, F1P, F3J, Space Models
4th team member junior in F2A, F2B, F2C, F2D, F3F, F4CH, F5B
European Championships
Junior event in F5J
Reason: For some of the junior competitors who were preparing to participate in the 2020
Championships these would have been their last championship as a junior. In the case of the
Championships which have been postponed from 2020 to 2021 the change of rule will allow them to
continue to compete in the 2021 Championships concerned.

2 Proposal World Cup juniors
The Junior age limit specified in C.5.1 be increased by one (1) year for participation in Junior World
Cup events in 2021. The classes with specific World Cups status for Juniors are F1A, F1B, F1P, F1E.
Reason: To allow a last Junior World Cup for the competitors who were in their final year as a junior
in 2020.

Fab February Postponed

Covid & Fabulous February
Health statistics published by the Kern County Health Department in the last couple days indicates that of the 216 cases of Covid reported in Lost Hills since March 2020, 48 have been reported in the last two weeks. That is 22% of the overall total. That is alarming. ICU bed capacity for the County is between 90% & 100% for all Kern County Hospitals, the closest of which is 45 minutes from the flying field. Add to that, Kern County is in what California calls "Tier 1" which prohibits gatherings with members of other households. All predictions are that this is going to get worse before it gets better. The first contests would be less than 4 weeks from now.

After some discussion the organizers of all the Fab Feb contests ( Ike & Kiwi, North American, Cal Cup and Max Men International ) have decided to postpone all of the events until later this year. Dates remain to be determined. We are all very disappointed, but in light of the current situation there is no other logical choice. Please be smart and stay safe.

Two World Cups in Norway in March. This will be very difficult to run, due to the quaratine rules in Norway. So Danish winter cup and Eagle Cup is canselled this winter, but we want to try next year. We in Norway want to run the Eagle Cup like a National contest.

Fab Feb FollowUp

The Fab Feb events for Feb won’t be held as was announced earlier in an earlier SEN. The organizes are working on rescheduling for the October-November time frame. Potentially this would include World Cup status. This depends on finding appropriate dates and the covid situation. On the latter hopefully the vaccines and other actions will improve the situation by then. If you are far away enough from California that you would have to fly there, missed the Fab Feb and would consider going if “things are better”, reply to SEN (SEN@faifreeflight.org) with a brief note. The note won’t be published unless you ask for it to be.

CIAM Bureau message

Dear friends,

CIAM Bureau members met via zoom on Saturday February 6 and discussed the current situation with COVID-19 pandemic and after evaluation we decided the following:

For CIAM Plenary Meeting

For the time being it is not possible even to think to schedule a face-to-face meeting. The Plenary is going to happen on May 8th, via zoom again and in a similar way this was organized last year.

Soon a detailed plan including the various technical meetings program will be announced by the office. The agenda will follow.

CIAM President is in touch with FAI President, FAI Secretary General, the Office and the rest of the Airsports Commissions Presidents so to find solutions for CIAM activities, but also to have a similar approach for addressing the issues.
For the moment it is not necessary or required but in case there is such a need, CIAM Bureau will ask an extraordinary authorization from the delegates to handle all CIAM matters.

For First Category events

The situation is evaluated on case by case basis. We know from the reports, that almost everywhere restrictions are applied but not all over of the world are the same. Unfortunately, there are delays in vaccinations and according to the estimations the percentage of the vaccinated population which will allow the authorities to consider lifting the restrictions will be reached later than estimated. You will find together with this announcement a table with all First Category events. The date when the organizers together with CIAM will finally decide is also included. We have already started contacting the organizers and this will happen with all of them so to decide the best possible option for each event. We are also considering the messages we are receiving from the NACs and we are listening carefully their concerns or suggestions. We all know that the situation is not easy. It is not only the pandemic which is causing a lot of problems, but due to the pandemic in many occasions our life and priorities have changed.

All the decisions will be announced on time. The S/C chairmen are working with the members of their S/C’s for the best available option for every case.

For Second Category events

Due to the current situation in almost all countries where CIAM events are planned, CIAM Bureau unanimously agrees to extend the suspension of the World Cup ranking until May 10, 2021. CIAM Bureau will evaluate the situation and the facts available, beginning of April. A new update on this matter has to be expected before the scheduled Plenary and definitely there is going to be a discussion during the Plenary.
As long as this is feasible, there might be Open International events organized instead.
The calendar as published on the web still has some missing events. Due to the modifications recently applied to the system in order to handle the number of events carried forward from 2020, we still have to do some more checks. There is no reason to worry about this and of course depending on the decision we will take, a similar policy like the one we implemented for 2021 will also be in place.
We would like to thank all the CIAM community for their understanding during this difficult period and of course their contribution and support to our efforts. Our priority is to keep staying safe.

To organisers of F1 World Cup competitions

The message below has been issued following the decisions at a CIAM Bureau meeting. The World Cup has been suspended until May 10 and will be reviewed again in April.

For all the F1 events within the period up to May 10 I will apply the same principle as last year – either continue and run the events as an Open International or postpone until later this year or 2022. If the event is postponed the registration fee already paid will apply to the event on the new date. Please tell me as soon as possible whether you choose open international or postponement. If you can fix a new date (for example the equivalent date in 2022) then that would be good, but if you cannot fix the date now it can be decided later.

If there are any events after May 10 that consider it would be better to postpone their event then the same option is available – postpone until later in 2021 or to 2022.

We received a message from organizer - AK Franjo Kluz Zemun, Serbia that all FAI events organized in 2021 by them are postponed to 2022.

Start of Free Flight World Cup competitions is postponed from May 11th to July 1st 2021

Začetek tekmovanj za svetovni pokal v letenju s prosto letečimi modeli je zamaknjen z 11. maja na 1. julij 2021.

Škoda da smo samo članice EU -ja udarjeni za tekmovanja v prostem letu.Gledam občasno posnetke v živo iz USA in Rusije kjer potekajo tekmovanja nemoteno.Glih danes tekmujejo v F1C......jih je preko 30...v F1A ....več kot 60....itd. Crying or Very sad
