URGENT ANNOUNCEMENT from the CIAM!

Considering the current situation with the Coronavirus (COVID-19) outbreak and in order to protect the health and safety of the entire CIAM community, we regret to announce that all CIAM sanctioned events are suspended as of tomorrow, for 30 days i.e. from Monday, 16 March 2020 until Monday, 20 April 2020.
CIAM Bureau will continue to monitor the situation on a daily basis and will evaluate the options for the continuation or not of the scheduled events after the suspension period. We will issue a new announcement in due time.

We did the same for our Plenary Meeting. Public health and safety are our top priorities for the moment.

We know and we understand that some of the events which are going to be suspended may be postponed for a future date but some will be cancelled. For the events which will be cancelled due to this outbreak, CIAM Bureau decided to allow the organizers to use the sanction fees paid for this year, for events for the next year.

World Cup coordinators will be in touch with you when the situation allows for it.

This announcement refers more for the 2nd Category Events (World Cups or Open International). For World or Continental Championships, CIAM Bureau is in direct contact with the organizers and FAI Secretariat. The organizers will keep you posted accordingly.

Be responsible and follow the instruction from your local Health Authorities.

NUJNO OBVESTILO, poslano iz CIAM!

Upoštevajoč trenutne razmere v zvezi s širjenjem virusa Corona (COVID-19) in z namenom zaščite zdravja in varnosti celotne CIAM skupnosti, z obžalovanjem sporočamo, da je izvedba vseh tekmovanj, organiziranih pod okriljem CIAM, od jutri začasno zaustavljena (suspendirana) za 30 dni, to je od ponedeljka 16. marca 2020 do ponedeljka 20. aprila 2020.
Pisarna CIAM bo še naprej dnevno spremljal razmere in ocenila možnosti za (ne)nadaljevanje načrtovanih tekmovanj po koncu tega obdobja. Pravočasno bomo objavili novo obvestilo.

Enako smo storili z našim plenarnim zasedanjem. Javno zdravje in varnost sta trenutno naša najvišja prioriteta.

Zavedamo se in razumemo, da bodo nekatera od tekmovanj v tem obdobju prestavljena na drug datum v prihodnosti, nekatera pa bodo dokončno odpovedana. Za tekmovanja, ki bodo odpovedana, se je pisarna CIAM odločila, da bo njihovim organizatorjem omogočila, da kotizacije, plačane za letošnje leto, uporabijo za izvedbo v prihodnjem letu.

Koordinatorji svetovnega pokala bodo v stiku z vami, ko bodo razmere to omogočale.

To obvestilo se nanaša predvsem na organizatorje tekmovanj 2. kategorije (tekmovanja za svetovni pokal in odprta mednarodna tekmovanja). Za svetovna in celinska prvenstva je pisarna CIAM v neposrednem stiku z organizatorji in tajništvom FAI. Organizatorji teh tekmovanj vas bodo ustrezno obveščali.

The following announcement is from CIAM President Antonis Papadopoulos to the organisers of all CIAM World Cup events

Considering the COVID-19 situation, CIAM Bureau decided to suspend all events which were included on the calendar and scheduled to happen until April 20, 2020.

With the lack of experience we all have with COVID-19, it is more likely that this period will be extended. Therefore what we are suggesting is to inform all organizers, that for the time being, it is not possible to reschedule the events which are, or will be affected by this suspension. We don’t know either when this emergency period will be over.

As we wrote on our Urgent Announcement which was sent to all NACs and delegates, this will be possible only when the situation will allow for that.

Therefore until further notice no rescheduling will be planed or confirmed. As soon as we are confident about the public health and the safety of the CIAM community, all the organizers will be contacted by you, in order to let them know what they have to do or to expect. The calendar will be reviewed and rescheduled for all at the same time.

Now it is time to follow the instruction from the National Health Authorities and avoid spreading the virus.

Do not hesitate to contact us for any kind of assistance you would like to have.

Rules for the competition:
FAI Sporting Code: Section 4, Volume ABR by Volume CGR 2020 & Volume F1, Edition January 2020. All competitors are requested to hold a valid FAI License 2020, entered to the FAI database.

Timekeeping: The organizer provide timekeepers, but they may not be enough for all starting poles – in this case fliers help. If there are any people who come to the competition, do not start, has competences and would like to help, please contact us.

Anti-doping:
All participants are to abide by the WADA anti-doping rules. If a competitor has to take, for a medical condition, any of the substances listed on the WADA Prohibited List then he must have a Therapeutic Use Exemption from the FAI.

Protests:
Any protest must be presented in writing form in English and submitted to the Contest Director and must be accompanied by the deposit of 50 EUR, no later then 30 min after the criticized event. The deposit is returned only if the protest is upheld.

Competition program:
Friday – Registration & training
15:00 – Arrival, training
17:00 – 19:00 – Registration of competitors on the flight field.

Saturday – Poland Cup Event
8:00 – Five rounds F1A,B,C,Q
17:00 – Fly offs
18:30 – Closing ceremony (about one hour after the end of flights)

Rounds times and flight durations, may be modified by the jury depending on the weather conditions. The Fly Offs hour can be changed.

Registration:
Entry registration only via online form, at website: http://freeflight-krosno.vxm.pl/?p=7576. The deadline: 19th April 2020. Actual list of registered competitors in the same place.

Entry fees (for each competition):
F1A, F1B, F1C, F1Q – seniors – 30 EUR
F1A, F1B – juniors – 20 EUR
The fees will be collected at registration on field.

Others:
The organizer does not provide accommodation. Suggested locations of accommodation in nearby cities eg. Przytoczno, Ryki, Dęblin, Kock, Puławy, Nowodwór, Osmolice.

Ian Kaynes has explained the latest development regarding FAI Cat. 1 and 2 events:

CIAM Bureau

The CIAM Bureau had been discussing the competition situation continually during March, in particular what to do about Championships scheduled for 2020. One camp favoured postponing events for some months and to wait and see how things developed. The other side considered that all Championships should be cancelled for this year because by the time lockdown might have finished in most countries it would leave too little time for practice and travel limitations might still be in force. In the latter case there was a split between

a) shift all future events back by one year (2020 events flown in 2021, 2021 events flown in 2022. etc. This would mean that all categories would have their 2 -year cycle between World Championships replaced by one 3-year period.

b) Lose the 2020 events and continue with the planned 2021 events and keep to the existing odd/even years for different classes. The advantage of this was to allow continued planning for the countries selected last year as the hosts for 2021 events. But on the other hand some categories would have no change in their 2-year cycle while the even-year categories would have 4 years between their world Championships. This would be particularly unfair on juniors planning to compete this year, many of whom would be over the qualifying age by 2022.

CIAM Bureau held a Zoom meeting on March 31 to discuss the way ahead on CIAM events.

Category 1 events (Championships)

The views of CIAM delegates and National Aero Clubs had been requested and Narve Jensen summarised these and reported 60% favoured option (b). Bruno Delors had summarised the opinions of Championships organisers and suggested that each could be reviewed two months before it was due to be held, with little support from others. His suggestion to review each individual event was accepted and it was concluded that a combination of cancellation or moving to 2021 or 2022 would be appropriate. The Bureau decided not to run any Championships in 2020. Because of organiser agreements and FAI authority this is currently a recommendation to organisers.

The likely changes in free flight are:

F1D Indoor. The March 2020 World Championships have been postponed to December 2020 but it was noted that Romania is also awarded the European Championships in March 2021. Since two events within three months did not seem ideal it was proposed that the World Championships be held in March 2021 and the European Championships lost. There will then be another World Championships in 2022 to continue on the established sequence of even tears.

F1ABP Junior. The World Championships was scheduled for August this year in Romania. Next year the Junior European Championships was to be held in conjunction with the F1ABC World Championships in France in August 2021. It was agreed that France could upgrade the Junior event from European to World Championships and the European Championships 2021 would be lost. Romania and others could bid for the 2022 Junior World Championships.

F1ABC. The European Championships in North Macedonia in August this year will be lost. The senior F1ABC events would then continue on the normal schedule, France for World Championships in 2021 and 2022 European Championships open for bids.

F1E. The European Championships was to be held in Romania in July 2020. This will now be lost and F1E continue in sequence with the World Championships as awarded to Romania for 2021.

In all the 2021 events involving Juniors it is proposed to increase the age limit by one year in 2021 only so that Juniors preparing for this year’s events will still be eligible next year for their delayed events in 2021.

Category 2 (Open Internationals including World Cup) Events had been cancelled up to April 20. The Bureau agreed to extend this to May 31, with the expectation that further extension may be needed.
It was anticipated that limits on travel or sporting events could continue well after May and a World Cup classification would not be representative of all participation. Thus all World Cups have been suspended for 2020.

The cancellation of events so far and the removal of World Cup status gives organisers two options:

i) They could run their events as Open Internationals possibly on a new date later in the year. It is hoped that a draft calendar will be drawn up et the end of May, but these events can be changed at any time with one month notice and without regard for date clashes.

ii) They can reschedule their event as a World Cup event in 2021, in which case their registration fee paid this year will be transferred to the 2021 event.

Another Bureau Zoom meeting is planned soon, but what to do about the Plenary meeting has not yet been decided.

Krajši povzetek zgornjega obvestila Iana Kaynesa...

Posreduje pričakovano a nerazveseljivo novico, ki prihaja s sedeža CIAM, modelarske komisije pri FAI.

Zaradi pandemije so se odločili, da letos ne bo izvedeno nobeno prvenstvo. Tako ne bo Evropskega prvenstva v Makedoniji in mladinskega svetovnega prvenstva v Romuniji.

Odločili so se tudi, da se bo mladinsko evropsko prvenstvo v Franciji 2021 lahko prekvalificiralo v mladinsko svetovno prvenstvo. Tako ne bi bilo evropskega mladinskega 2021, Romunija pa se lahko poteguje za mladinsko svetovno prvenstvo 2022.

Na mizi je bilo več opcij, tudi ta, da bi počakali in videli kako se bodo stvari razvijale, vendar je prevladalo mnenje, da se verjetno pogoji ne bodo spremenili po celem svetu naenkrat, kar bi pomenilo, da bi imeli nekateri tekmovalci več časa za pripravo, kot drugi. Posebno vprašanje bi bilo tudi, kako bi bilo z možnostmi potovanja v času prvenstva. Čisto možno je, da bi bile ponekod še v veljavi prepovedi potovanja, kar bi spet povzročalo nenenakost.

Tudi svetovni pokal za leto 2020 je odpovedan, v smislu skupnih uvrstitev. Vsa tekmovanja, ki so v koledarju, se načeloma še vedno lahko izvedejo kot odprta mednarodna (Open International), vendar kot tekmovanja, ki ne štejejo za svetovni pokal (Non World Cup). Organizatorji se lahko odločijo za to varianto, in tekmovanje izvedejo še v 2020, če bo to možno ali pa ga prestavijo v leto 2021, pri čemer se jim bo upoštevalo plačilo kotizacije za objavo v koledarju FAI v 2020.

Predlaga se tudi (ni še sprejeto), da bi za mladince za leto 2021 dvignili starostno omejitev za eno leto, tako da bi bili vsi mladinci, ki so se pripravljali za tekmovanja v letu 2020, še vedno upravičeni do podobnih nastopov v letu 2021. Verjetno so mišljena predvsem prvenstva!

Dodajam svoje mnenje. Tudi slovenska podkomisija za letenje s prosto letečimi bo morala kaj reči na to temo. Še posebej glede načina izbire članov reprezentanc za prihodnje leto. Mogoče je sedaj še prezgodaj, sam bi se vseeno zavzel za to, da že sedaj oblikujemo neka pravila glede tega, da bi vnaprej vedeli, kaj lahko tekmovalca pripelje do reprezentance. O tem v neki drugi temi na tem forumu.

Yesterday CIAM Bureau members met via teleconference and discussed the current situation with COVID-19 outbreak and the various options or alternatives.

First of all we would like to thank all the delegates and all the organizers who provided their feedback. The information provided was very helpful.

What we have done so far:

- We have decided to suspend all Second Category events (World Cup and Non World Cup Open International) until April 20, 2020.
- We contacted all First Category event organizers twice and we exchange ideas about the future of each event.
- S/C Chairmen and World Cup Coordinators contacted the Second Category event organizers to communicate the CIAM Bureau decision.
- CIAM Bureau and CIAM Plenary Meetings were postponed.

What was decided yesterday:

For Second Category events:
- Due to local legal restrictions in place in almost all countries where CIAM events are planned, CIAM Bureau unanimously agrees to extend the suspension until May 31, 2020.
- World Cup rankings and awards will not be applied for 2020. The results from all World Cup events already organized this year will be considered as Non World Cup event results.
- As long as this will be feasible there might be Open International events (non World Cup) later on this year.
- Until May 31, 2020 the World Cup Coordinators will communicate with the organizers to find out whether the scheduled events will be cancelled for this year and rescheduled for next year or moved to a later date this year as an Open International.
- The calendar published on the web site will be updated after the end of May, depending of course on the circumstances.

For First Category events:
- The situation is different from Second Category events because we have in place signed Organizer Agreements (OA), contracts with sponsors, expenses realized, paid sanction fees, medals etc. However still Public Health and Safety are our top priority.
- CIAM Bureau members confirm that at least one of the reasons as listed in the Organizer Agreement signed between FAI and the organizer are fulfilled. Due to COVID-19, the situation can not be remedied. The ASC will follow the process as outlined in the OA and inform the FAI Secretary General with the suggestion to formally cancel the OA.
- Each S/C Chairman will be in contact with the organizers related to the specific disciplines and will discuss the alternatives which CIAM Bureau members discussed yesterday. The outcome of the discussions will be announced shortly.
CIAM President will be in touch with the FAI Secretary General in order to define the best way to implement the decisions.
- CIAM Bureau propose that for 2021 only the maximum age for juniors be increased by one year to accommodate all the Junior competitors who were in this age classification this year but next year they will not.

For CIAM Meetings.
For the moment it is not possible to reschedule the postponed meetings.
- Depending on the circumstances, CIAM Bureau will decide later this year when and if the postponed Plenary Meeting will take place. We are considering the option to organize the Plenary early next year so not to add another burden to the delegates having to attend two similar meetings in a so short period of time.
- CIAM President will be in touch with FAI President, FAI Executive Board, FAI Secretary General and the Office to find solutions for CIAM activities.
- CIAM Bureau will ask an extraordinary authorization from the delegates to handle all CIAM matters extending the term of CIAM Bureau until the next Plenary.

We would like to thank all the CIAM community for their understanding during this difficult period and of course their contribution and support to our efforts. We stay as a Team while Staying Home.

In April, Ian Kaynes, World Cup co-ordinator asked WC events' organizers about their plans for the F1 event they had scheduled on the 2020 FAI calendar. Recently he sent them a list summarising the replies he has received so far, welcoming any additional information about these events. All info received from Ian is already visible in the first post of this thread (see comments in red).

Following the suspension of the World Cup in 202 the option for events on the 2020 calendar are

a) To run the event as an open international in the scheduled date or on a date later in the year, subject to COVID-19 conditions. The event will be shown on the FAI calendar and the dates would be for your choice. There will be no work undertaken to avoid date clashes, that is your choice.

b) To cancel the event.

c) To reschedule the event to next year. IN THIS CASE ONLY the registration fee paid for this year will be applied for next year – no need to pay another registration fee in 2021.

And f course another option is that organizers wait to see the situation nearer the time of their event.

Ves čas smo pazljivo spremljali razvoj epidemije. Po začetnem optimizmu ob ponovni oživitvi vseh dejavnosti v juniju pa trenuten zasuk zdravstvenih podatkov narekuje previdnost pri organizaciji vseh športnih dogodkov, da bi se izognili neželjenim zdravstvenim in stroškovnim rizikom.
